Downtown Community Safety Partnership Employees Join CUPE 500

WINNIPEG, TREATY 1 – Downtown Community Safety Partnership (DCSP) employees working at Mobility Assist and Connect (MAC 24/7), who make up the DCSP foot patrol, joined CUPE 500 following a successful card sign campaign under the Manitoba Government’s card check legislation.


“DCSP workers play a critical role in maintaining safety and well-being in downtown Winnipeg,” said Gord Delbridge, President of CUPE 500. “Now they will have the full protection of a collective agreement, fair wages, and safer working conditions.”
DCSP members are joining a local that includes many public safety workers, including bylaw enforcement officers, animal services workers, and community safety officers, created by Mayor Gillingham in 2024.


“CUPE is really proud to be protecting workers who keep Winnipeg families safe,” said Delbridge. “Our local is committed to public safety and making Winnipeg a great place to live, work, and raise a family.”


The DCSP provides essential services in Winnipeg’s downtown, working directly with community members to address safety concerns, support vulnerable individuals, and reduce reliance on emergency services. These workers operate in complex and often unpredictable environments, and unionization will help ensure they have the training, support, and protections they need to do their jobs effectively.

CUPE 500 represents more than 5,000 workers employed by the City of Winnipeg, making it one of the largest municipal locals in Canada. The local has a long history of advocating for workers’ rights and quality public services in Winnipeg.


The Canadian Union of Public Employees is Canada’s largest union representing more than 800,000 members. In Manitoba, CUPE represents approximately 40,000 members working in health care facilities, personal care homes, home care, school divisions, municipal services, social services, disability support services, child care centres, public utilities, libraries, and family emergency services.
